I resolved an issue similar the one prosted by Keenhon following you setp one by one with slight change in Squense:
1 - Unistallaed DNS
2 - Deleted netlogon.dns & netlogon.dnb
3 - Deleted Folder dns
4 - Used netdom resetpwd /server:
MyServerName /userd:
MyserverName\administrator /passwordd:*
5 - Entered Password @ prompt - reset was successfull
6 - Reinstalled DNS - with no need of further steps the DNS was as before
7 - Confrimed that the above deleted files & folder are recreated
8 - Ran netdaig /fix
9 - ... Left office Immitiatly to Enjoy my week end ...
