After successfull comands on my PDC Window server 2003:

w32tm /config /syncfromflags:manual /manualpeerlist:time.windows.com /reliable:yes
w32tm /config /update

when I checked how PDC time is synchronised with:

>w32tm /stripchart /computer:time.windows.co
m /samples:10 /dataonly

The current time is 12/16/2009 1:44:11 PM (local time).

Have you read this MS KB article about Time Service? http://support.microsoft.com/kb/816042

Look for a Stratum 2 Time Server close to your location and sync to that one. Some ISPs and Educational Institutes have a suitable Time Server. Make sure you choose one that has been around for a while because you really don't want a "flash in the pan" NTP that may be here today and gone tomorrow.

time.windows.com is a terrible server, also I believe if you use a DNS name instead of an IP you need to specify the mode: /manualpeerlist:time.windows.com,0x1
