Default Server 2003 TS: can I change "device" to "user" licenses?

On my first forays into TS.
Previous administrator (complete pillock) had installed 20 "per device" CALS.
I've just added 10 "per user" CALS and also, in TS Configuration, changed licensing from "Per device" to "per user".
Earlier licenses still show up as "per device" in Licensing MMC

Question:
Can I change the per device licenses to per user? Do I need to?

Scenario is remote users accessing TS from range of PCs, so per device rapidly exhausts available licenses

The real asnwer is reside in MS
Also, please setup the TS to close discounted sessions so you wouldnt need
to aquire more CAL's...

Already got it closing disconnected sessions -- got over 20 simultaneous users anyway.

So are you saying contact MS to change the licenses to "per user"?

The issue isnt technical only but includes information on the licenses that you use.
Only MS may have the information for you.
