Default Intelligent Message Filtering adds to high SCL rating

I have IMF enabled on my exchange 2003 server with SP2.
When I receive a message with only the content "hello", it filters it as spam.

I have the following settings enabled:
gateway threshold = 7
action = archive
junk filter = 6

I have made some changes in the registry and now I can view the SCL rating.
When I open the message, I can see that the SCL rating = 8.

Their isn't any spam content in the message. The message only exists of a the word "Hello" or "Hello, my name is Ellen".

This seems like a bug. Is their anything that can fix this problem?

It seems more likely it is Outlook moving the message not Exchange. I would wait for someone that knows more about this but maybe it is worth trying to change your Outlook so it either doesn't filter or is set to Low. This then work as you expect because I believe the IMF will still put SPAM emails into the Junk Box with this set. Does anyone know/think differently?
