Default IIS virtual directory not working as expected

On IIS on an SBS 2003 server I have added a website named test and it refers to \\computer\c$, Read and Directory browsing is enabled, Enable default content page is disabled, anonymous access and basic authentication are enabled.

When I browse to https://www.url.com/test, I log on with a domain admin account and I see the contents of the C: drive of computer test.
In this case the C: drive is formatted with FAT 32.

Now I change the website to refer to \\computer\h$, which is formatted with NTFS and my account has full control permissions.

When I now browse to https://www.url.com/test, I log on with a domain admin account and I get the error :
The page cannot be found and HTTP Error 404 - File or directory not found

When I change the website to refer to a subfolder on h$, it works perfectly.

Why doesn't it work when I refer to the root of an administrative share on an NTFS volume ?

FAT32 has no security permissions so nothing stops you.
I am not familiar with what you are using to test, but probably the account that is really trying to get to your admin shares is IUSR_<servername> and I sincerely hope that user has no permissions at the root of the drive!!
