Exchange can receive emails but unable to send any ... I made sure that everything looks good in receive policy .. just wanna know what are the things I need to check for ??

Have you made sure of your routing group connectors are configured proparly to send to your outgoing SMTP relay...

Can you give us some background information as well.
Has it ever worked, has anything changed, do you currently have internet access, what error do you get, can you see anything in the queues, can you telnet out from the exchange box to another smtp server etc?

Not sure what do you mean by SMTP relay ? honestly I didn't come across anything called SMTP relay.

is this something I need to configure and where can I located.

I got email going to EX so I don't think there is problem with my DyDNS setup.

RGCs have nothing to do with outbound email.
What you need is an SMTP connector, configured to use a smart host. The smart host will be your ISPs SMTP Server.
