Why not just get an XP VM on the 2008 box if you really must use that box to manage Exchange 2003?

Andy's suggestion is valid then - setup a VM on the server running a suitable operating system. Windows XP will do fine if only one person has to use ESM at a time, Server 2003 if multiple people have to do so.
