Default How to manually lock the user account?

How to manually lock the user account? Not disable, namely lock. I tried to change AccountUserControl properties with ADSIEdit, but have left nothing. Then I try to change Lockouttime property, but received the message " Access to this attribute permited because the attribute is owned by the Security Account Manager "

account is locked is enabled only if the user has violated a security condition. it locked by the system.
administrator can disable user account, not lock it.

Just type their password in wrong 3 times (or whatever you have your policy set to !!).

I cannot really see a benefit of "locking" there account, as opposed to disabling it.......but to each their own I guess.
