Default Public Folder Permissions

When adding client permissions to a public folder, in order to select it, it has to appear in the GAL through the properties of the folder. In order for it to appear in the GAL the security group needs to have an email address. Is there a way to specify a security group without having to exchangeify it. 'Cos i only hide it or delete it after.
