Post Windows XP: Change permissions for Standard User

Dear all,

I am working as an engineer within a global company and I am involved in many engineering activities. One of things is to get our client platform ready and make sure it fits our company needs.

We don’t want to give our users the local administrator permissions.

One of the things we want to give our users is the ability to change the TCP/IP settings of the network adapter and also the permissions to add local printers.

I hope some of you already faced this question and were able to find a solution.

1. There should be user right that allow user to install printers drivers.
2. There few option to allow user to change IP without Admin right but
there wouldnt be support for this steps from MS:

a. Give full control to the user to HKLM... TCP and Interfce settings.
b. Create a a small software that use something like run as command
to run TCP/IP changes as local admin.
