Is there any way to display a disclaimer that the user needs to accept before allowing them access to the network? I'd like it to run either prior to login or during logon and be handled by a GPO.

Go to Domain security policy on the server. Then navigate to security settings > local policies > security options. You should see the options for message text and message title for users attempting to logon. Change these to what you want it to say.
